Governance

Who decides what, and who answers for it.

Kite Wars is committed to building a championship that is fair, transparent, internationally accessible, and respectful of the Haitian traditions that inspired the sport.

Our governance framework exists to ensure consistency, safety, competitive integrity, and accountability in every championship.

Who governs the sport

Created by Timl. Governed by Kite Wars International.

Kite Wars International (KWI)
Official Rules · championship standards · officials · equipment specifications · rankings · stewardship of the sport

Kite Wars was created and is organized by Timl, the international platform for competitions, communities, and professional events.

To preserve competitive integrity and support the long-term development of the sport, the championship is governed by Kite Wars International (KWI), the organization responsible for the Official Rules, championship standards, officials, equipment specifications, rankings, and the future stewardship of the sport.

Kite Wars International (KWI) is being established as the governing body of the championship and will continue to evolve alongside the sport, ensuring that every edition is conducted with fairness, transparency, consistency, and respect for the Haitian traditions that inspired it.

Our goal is not simply to organize a championship, but to establish a lasting international sport that future generations can trust, participate in, and proudly represent.

Structure

Four bodies, separate powers

Creator & operator
Timl
Creates, funds and operates the championship: venue, staffing, broadcast, store, registration and the purse guarantee.
Answers to competitors and partners
Governing body
Kite Wars International
KWI owns the Official Rules, championship standards, equipment specifications, officials and the world rankings. Amendments require a KWI vote, not an executive decision.
Independent of Timl operations
On the field
Head Judge & officials
Applies the rules on the day, hears protests and may void a heat. No commercial party can overturn a judging decision.
Reports to Kite Wars International
Advisory
Host & federation council
Host-country ministry representatives and partner federations. Consulted on safety, standards, qualifiers and the next host.
Advisory, meets twice a year
Principles

Six commitments we can be held to

These are published so that federations, ministries and competitors can point at them when we fall short. They apply from the founding edition onward.

The purse is guaranteed
Prize money is ring-fenced before the championship opens and is paid whether or not sponsorship targets are met.
Judging is not for sale
No sponsor, host or partner may influence a call, a draw or a protest outcome. Any attempt ends the agreement.
The rulebook is public in draft
Amendments are published with the reasoning and the vote, and federations may comment before adoption.
Safety outranks the schedule
Any official may stop the field. A canceled day is a cost; an injury is a failure.
Haitian origin is credited, always
Every edition names the tradition and the country it came from, in every language the championship is published in.
Accounts are published
Audited income and allocation for each edition are published within ninety days of the last bell.
Where the money goes

Published allocation, every edition

Sponsorship, entries and store margin are pooled and allocated to these lines. The founding-edition figures are targets; the audited actuals are published within ninety days of the last bell.

Roadmap

From a company championship to a federation

2027
Founding edition
Run by Timl with Kite Wars International as governing body and an invited federation council.
2028
Sanctioned qualifiers
Partner federations run qualifiers to the published rulebook, feeding the world ladder.
2029
Standing body
Kite Wars International incorporates separately, with member federations holding the votes.
2030+
Federation model
A member-run international body owns the rulebook and awards the host city; Timl remains the operator.
Integrity

Raise a concern about how this championship is run

Judging, safety, conduct, money or conflicts of interest. Concerns go to the Kite Wars International chair, not to the organizing team, and are acknowledged within five working days.
